Job Description

Overview:
The Security and Emergency Response Manager will design, implement and lead a fully integrated Security and Emergency Response and business continuity program across a geographically dispersed pipeline development in a remote and logistically challenging environment.
This role safeguards people, assets, communities and reputation while ensuring operational resilience and business continuity. The role aligns site execution with corporate security strategy and enterprise standards, reinforcing Client’s purpose of delivering a more sustainable world and its ambition to lead in sustainability solutions.
This is a foundational mandate: to establish governance, systems, partnerships and response capability from inception, embedding a culture of preparedness, accountability and continuous improvement throughout the project lifecycle.

Responsibilities:
Program Design and Governance
  • Design and oversee a fully integrated SECURITY AND EMERGENCY RESPONSE and business continuity program for the entire pipeline project. Develop and maintain governance structures and standards to guarantee consistent and compliant application by all stakeholders. Embed risk-based and data-centric decision making practices that support safe, resilient and sustainable delivery across the asset lifecycle.
Intelligence and Agency Coordination
  • Collaborate with private intelligence providers and governmental agencies at local, provincial and federal levels. Coordinate threat assessments and intelligence integration to foster structured information sharing and joint risk management across jurisdictions and stakeholders.
Operations Center Supervision
  • Establish and supervise the effective operation of the project’s Operations Center, ensuring continuous situational awareness and coordinated response capability. Oversee digital monitoring platforms, emergency communication systems and journey management tracking to protect personnel and assets across remote terrain.
Aviation Risk Oversight
  • Collaborate with the Client Aviation Manager to ensure all charter flights and unmanned aircraft operations align with enterprise Aviation Risk Management standards. Integrate aviation and remote logistics controls within the broader security framework to strengthen operational resilience.
Contractor and Vendor Management
  • Provide specialist guidance and support to contractors to ensure consistent application of security standards and regulatory compliance. Manage relationships with specialist vendors to enhance project capability and ensure equipment and systems are maintained in ready order.
Incident and Crisis Leadership
  • Direct all incident response, emergency preparedness and crisis management activities across the project footprint. Develop, test and continuously refine response plans tailored to isolated and high-risk environments. Deliver clear, persuasive briefings to executive leadership, regulators and external stakeholders, reinforcing Worley’s promise to be a transparent and trusted partner.
Lifecycle Transition
  • Oversee the seamless transition of SECURITY AND EMERGENCY RESPONSE responsibilities from construction to operations, facilitating a structured handover to the pipeline operator. Ensure continuity of governance, systems, documentation and capability to support long-term asset viability.
Qualifications:
Education and Professional Credentials
  • Degree in Security Management, Risk Management or a related discipline, or equivalent professional experience in complex operational environments.
  • Highly regarded credentials include Certified Protection Professional, Physical Security Professional or Project Management Professional certifications.
Experience and Leadership Background
  • Distinguished military service as a Senior Non-Commissioned Officer or Commissioned Officer, with preference for experience in combat arms, special operations or military intelligence characterized by high accountability and complex risk profiles.
  • Extensive experience leading security functions on large-scale industrial construction, energy, oil and gas or mining projects in remote or austere environments.
  • Demonstrated success establishing complex programs from inception within early-phase or startup project settings.
  • Experience operating within matrixed organizations, balancing operational execution and functional alignment.
Technical and Strategic Capability
  • Advanced knowledge of enterprise security governance, threat intelligence integration, crisis management and business continuity planning.
  • Strong analytical capability to assess multifaceted risks across diverse terrain and operational contexts.
  • Ability to design integrated, data-centric solutions that support both immediate project execution and long-term asset sustainability.
  • Broad understanding of aviation risk management, remote logistics and contractor oversight within major infrastructure developments.
Leadership and Communication
  • Composure and sound judgment in high-pressure, time-critical situations.
  • Exceptional written and verbal communication skills, with the ability to deliver concise and persuasive reports, proposals and executive briefings.
  • Demonstrated ability to influence and align diverse stakeholders across corporate, governmental and contractor environments while upholding ethical and inclusive practices.
Systems and Operational Expertise
  • Strong understanding of security operations Centers, monitoring platforms, emergency communication systems and journey management tools.
  • Ability to troubleshoot complex operational challenges and guide teams toward effective, sustainable solutions.
WORKING CONDITIONS
  • Environment: This position involves alternating assignments between offices in Houston and Anchorage, as well as performing remote field duties that require travel along an eight hundred mile project corridor through diverse weather conditions and challenging terrain.
